			[SCOUTING COMMITTEE HELD AT GOODISON PARK
			   on Thursday 28th August, 1958.]

		Present:- Mr. J. Taylor in the chair, Mr. F. Micklesfield,
			  Mr. C. H. Askham and Mr. W. H. Cooke.

Minutes			Minutes of the Meeting held on Thursday, 3rd July 1958
		were read, duly approved and signed.

Matters			It was reported that Fleming, the young Scottish outside-
Arising		left, whom Mr. Dixon had recommended to our Club, had re-
Therefrom	signed as an amateur for Partick Thistle and had played in
		their first team this week.

Scouting		Further Scouting reports for games covered since last
Reports		Monday were submitted. Arising out of the reports it was
		agreed that Mr. Cooke should watch Thompson, left-half of
		Oldham Athletic, who had been given a very favourable report
		by Mr. Bennett, on Saturday next, 30th August at Gateshead.
		It was further agreed that the Chairman bring forward a
		resolution at the next Board Meeting that the Members of the
		Scouting Committee be given authority to travel to watch any
		player or players as and when the occasion demands, or ONE DIRECTOR
		OF SCOUTING COMMITTEE AND ONE OTHER DIRECTOR.

Recommended		After discussing this matter it was unanimously agreed
Players		to recommend to the Board that a letter be sent to Partick
		Thistle offering the sum of £15,000 for the transfer of their
		player, Andy Kerr, to our Club. DEFER

Scottish ex-		It was reported that these young amateur players who had
Schoolboys	recently joined our Club had, prior to coming to Liverpool,
A. Penman	signed amateur forms for their local Junior Clubs in Scotland
T. McDonald	in order that they would be eligible to play in Scottish
A. Gearie	Junior football should they fail to make the grade with a
		senior club. The Junior Clubs in question, Dunbar United,
		Auchinleek Talbot, and Carnoustic Panmure were expecting dona-
		tions for the privilege of signing these players and as these
		were identical cases to that of Mailey and Duntocher Hibs,
		it was agreed to recommend that a donation of £75 be sent to
		each of these three Clubs upon receipt of the cancellation
		of the registrations of these players from the Scottish Junior
		Football Association.

Telephone		It was reported that Mr. Dixon had submitted a telephone
a/c A. Dixon	account for the amount of £8.13. 3. with the request that this
		be paid by our Club on the grounds that his telephone was
		necessary and used solely in connection with his work as Area
		Scout. After considering this request the Committee agreed to
		pay the account on this occasion in view of the fact that Mr.
		Dixon was probably under a misapprehension that his telephone
		accounts would be met by the Club, but it was unanimously
		agreed that in future no telephone accounts for the Area Scouts
		would be paid. Should they require to contact Mr. Cooke urgently
		they could ring him at the Club on a transfer charge call and
		it was considered they were receiving an adequate expence allow
		ance which would cover any local calls they made in connection
		with their work. Mr. Cooke was instructed to write and inform
		Mr. Dixon and all other Area Scouts of this decision.

Meeting			This was left to the discretion of the Chairman in con-
		sultation with Mr. Cooke.
