		increased from 4 to 8 and, in suggesting this, he stressed that the Associate Members did not have
		any wish to obstruct any proposals made by First and Second Division Clubs, but merely felt that,
		as a result of their experience as members of the League, they were entitled to speak with a stronger
		voice than at present, and in their opinion they were merely asking for something which was
		reasonable.
			Plymouth Argyle F. C., Portsmouth F. C., Tottenham Hotspur F. C., Luton Town F. C., and
		Lincoln City F. C. all spoke in support.

Rule 69. Clubs		The Third Division North representative stated that he spoke on behalf of both Sections of the
Not Re-elected	Third Division in this matter. He stated that they did not wish to take away the right of discretion
to Receive Full	from the Management Committee, but merely wished the Rule to be amended so  that  the
Transfer Fees.	Management Committee, if they were satisfied that a Club had fulfilled all its obligations, could
		hand over the whole of the money received in respect of transfer fees.  He mentioned the case of
		New Brighton F. C. and stated that one of the Directors, who had personally paid summer wages,
		had thereby been caused serious financial worry, and he asked that, if an amendment was passed
		at the Annual General Meeting, it might be made retrospective in order to cover the case of New
		Brighton F. C.
			The President in reply asked that, whatever the Clubs decided to do in this matter, they
		would leave in the hands of the Management Committee full power to prevent a Club from leaving
		the League, and retaining any potential assets which could be divided in an improper manner.

Match Officials		The President drew the attention of Clubs to the decision made some time ago that Referees
in Club		and Linesmen should not be invited into Club Boardrooms. The Management Committee had
Boardrooms.	been informed that in one or two cases recently officials have been invited by Chairmen and Directors
		of Clubs, for different reasons, to enter the Boardroom, after matches in which they had officiated'
			The Management Committee asked that Clubs should carry out their own collective wishes
		in this matter and exclude all match officials from their Boardrooms.
			He also drew the attention of the Clubs to the fact that the Management Committee had been
		informed that certain members of the Press were making a practice of entering dressing-rooms
		after a match to interview players. The Management Committee hoped that Clubs would stop
		this practice.

Players Open to		Watford F. C. stated that they were perturbed by the increasing amount of information
Transfer.  	which found its way into the hands of the Press with regard to players open to transfer, and they

Transfer		Wolverhampton Wanderers F. C. regretted that they had found it necessary to introduce an

 		transfer list, which was becoming a common practice, was degrading to the game as a whole, to
		the Clubs, the players, and all concerned with it. In their opinion, a maximum fee should be
		placed on a player and recorded at the League office, and anyone prepared to pay should have the
		right to meet the player. The Club hoped that the Management Committee would have some
		suggestion to put before the Annual General Meeting on this matter.

Payments to		The President referred to the League's observations on the Investigating Committee's report
Player on	in which a suggestion was made that a player on the transfer list should receive some payment
Transfer List.	from his Club, providing he was not in receipt of wages of any sort.  The Management Committee
		had stated that they would give sympathetic consideration to this, but before doing so they would
		like to have the observations of the Clubs.
			Several Clubs spoke on this subject, expressing a variety of opinions.
			The President promised that the Management Committee would go carefully into the question,
		bearing in mind the various opinions expressed, and submit proposals for consideration at the
		next Annual General Meeting.

Any other		Torquay United F. C. asked whether the Management Committee should not now go into the
Business.	question of the system of equitable pooling at present in force in the Scottish League. They felt
		that the time had come to examine the position so that all Clubs could be put on a more even
		keel financially.
			West Bromwich Albion F. C. brought forward the question of the deadline for transfers and
		said that they were prepared to put forward a proposal at the Annual General Meeting that it
		should be 31st December instead of 16th March if the Clubs felt any useful purpose would be
		served by so doing.
			Sheffield Wednesday F. C. Sunderland F. C. and Preston North End F. C. all spoke against
		the suggestion.

Conclusion.		Sunderland F. C. proposed a vote of thanks to the President for the able manner in which he
		had conducted the Meeting, which was received with acclamation.
			The President, in reply, thanked the Clubs for the assistance they had given, for speaking
		briefly and to the point, and said that in his opinion it had been a most useful Meeting.
			The proceedings then terminated.
