		10.—MATCH CONTROL AND MATCH OFFICIALS.

		Recommendation 23 (SYSTEM OF CONTROL).

			That a Uniform System of Control of League and Cup Matches be introduced, and that plans be
			drawn up for such a system based on the Diagonal System and the result embodied in the
			"Instructions to Referees."
			That the following points be clarified:—

			(a) The respective duties of Referees and Linesmen.
			(b) The position of the Linesmen in the change-over at Half-time.

{Withdrawn}		AMENDMENT.—THIRD DIVISION EXECUTIVE COMMITTEE propose: "That Linesmen should not
	{28 No}		change over at half-time, and that a Referee and two Linesmen be appointed as a Team to work
			together throughout the Season."

		Recommendation 24 (SELECTION OF OFFICIALS).

			That having investigated the pre-war system of selecting Officials, the Committee recommend no
			change in principle.

		Recommendation 25 (REPORTS SYSTEM).

			That the system be continued as it provided much valuable help in estimating the qualities of
			Match Officials, but that it be insisted that Club Reports be made by a Club Board after due
			consideration.

		Recommendation 26 (FEES).

			That the Amount of Fees be £4 4s. 0d. for Referees, and £2 2s. 0d. for Linesmen, plus expenses,
			and that no change be made in the method of payment.

	{Lost}		AMENDMENT.—WEST BROMWICH ALBION propose: "That Referees' Fees be £5 5s. 0d. for First
	{29 No}		and Second Division Matches, and £4 4s. 0d. for Third Division Matches. That Linesmen's Fees be
			half this."

			AMENDMENT.—WOLVERHAMPTON WANDERERS propose: "That Referees' Fees be as follows:—
					First Division Matches ... £10, inclusive of Expenses.
		{30 No}			Second Division Matches ..  £8, inclusive of Expenses.
	{No seconder}			Third Division Matches ...  £6, inclusive of Expenses.
			That Linesmen's Fees be £2 per match plus Expenses as at present."

		Recommendation 27 (SCHOOLS FOR TRAINING REFEREES).

			That as this was primarily a matter for The Football Association, the League only requiring the
			fully qualified official, the matter, be passed to The Football Association.

		Recommendation 28 (DRESS OF MATCH OFFICIALS).

			That all Match Officials in League Matches be required to wear all-black uniforms (including stockings)
	{No}		such as are already in use by certain officials.

	`	11.—METHOD OF ASSESSING CHAMPIONSHIPS: POINTS AND GOAL
						AVERAGE.

		Recommendation 29.

			That no change be made in the present method of Points and, when necessary, Goal Average in
			assessing the Championships.

	{31 Yes}	EVERTON F. C. propose: "That one-half of The Football Association's share of Cup Final and Full
			International Match receipts be allocated to The Football League."

{Withdrawn}		CHARLTON ATHLETIC propose: "That each year a Charity Match be held between F. A. Cup Winners
	{32 Yes}	and League Champions and that the proceeds of this match be devoted to a Fund for the benefit of
			disabled or distressed League Football players."

			ARSENAL F. C. propose: "That a special Sub-Committee be appointed by the Management
	{33 Yes}	Committee to consider the whole question of Insurance of Players, and that such Sub-Committee
{Accepted}		should be requested to enter into negotiations with experts in Insurance business with a view to
{by F. L. M. C.}	ascertaining if greater protection and more liberal compensation could be secured by players than
			is now the case under the Football League Mutual Insurance Federation."
