{Withdrawn		AMENDMENT.—TOTTENHAM HOTSPUR propose : "That the President and Vice-Presidents of the
	3		League be elected at the Annual General Meetings of the League. That the other six members of the
	no}		Management Committee be elected regionally, two to represent the Six Northern Counties, two
			the Midland Division, the area of which shall be that part of the country and North Wales, south
			of the Six Northern Counties and north of a line drawn across the map 20 miles south of Birmingham;
			that the remainder of the League's area be the South Division, for which also two members shall be
			elected. The election in each of the three Divisions shall be by postal ballot of the Clubs in each
			respective Division entitled to vote. A member shall not be elected unless and until he has polled
			more than 50 per cent, of the votes of the Clubs entitled to vote."

		Recommendation 6 (MANAGEMENT COMMITTEE).

			That no candidate shall be elected to the Management Committee unless he has received more than
			50 per cent, of the votes of those present and entitled to vote.

		Recommendation 7 (ASSOCIATE MEMBERS).

			That no change be made in the Voting Powers of Associate Members.

{9 for 4 No}		AMENDMENT.—TOTTENHAM HOTSPUR propose: "That Associate Members shall have their voting
			power increased from four to twelve (six for each Section)."

	{5 No		AMENDMENT.—REPRESENTATIVES OF THE THIRD DIVISION propose: "That each member of the
Withdrawn}		Third Division Executive Committee, seven in each Division, be given voting powers."

		Recommendation 8 (REGULATIONS).

			That a Rules Sub-Committee be appointed to consider the whole question of Regulations.

		Recommendation 9 (MAJORITY VOTE).

			That no change be made in the present method of requiring a three-fourths majority in all matters
			of principle and Rule.

			AMENDMENT.—BIRMINGHAM CITY propose: "That Alterations or Additions to the Rules and
{15 for			Regulations shall be deemed carried if supported by at least two-thirds of the votes of the members

		5.—GENERAL  MATTERS.

		Recommendation 10 (ADMISSION PRICE).

			That the Ground Admission Charges be uniform throughout the League and that some portion of
			all Grounds be available at the minimum charge.

		PRESENT REGULATIONS—

								ADMISSION TO GROUND.

			  32.—The  minimum charge for admission to any		Tax. (Ladies, soldiers and sailors in uniform, and boys
			League match shall be 1s., including Entertainment	under 14 excepted.)

			AMENDMENT.—TOTTENHAM HOTSPUR propose: "That in special circumstances and on a joint
{3 for 7 No}		application of the two Clubs concerned, the Management Committee shall have power to sanction
			an increase in the basic admission charge to such amount as the Management Committee may
			determine."

			AMENDMENT.—EVERTON F. C. propose: "That Rule 32 (pre-war) be reinstated with a proviso
{3 for 8 Yes}		that a portion of all grounds be available to the public at the minimum price. This would enable
			Clubs to treat domestically with the prices to be charged for Ladies, members of H.M. Forces, etc."

		Recommendation 11 (GATE RETURNS AND LEAGUE PERCENTAGE).

			That no change be made in the pre-war method of issuing Gate Returns and collecting League
			Percentage.
