			The player definitely states that he is not prepared
		to leave Bristol.
			We therefore recommend that the Secretary of the League
		be instructed and all the League Clubs notified by the printed
		minutes that a transfer form relating to the player will not
		be accepted until.

			1. The player notifies the League that he desires the
			   transfer of his registration.
			2. The Bristol Rovers F.C. write agreeing to transfer
			   such registration.
			3. Everton also write agreeing.
			4. If any difficulty arises as to the transfer fee or the
			   amount to be paid to the player as accrued share of
			   benefit the Management Committee will arbitrate on
			   behalf of all parties.

			The sub Committee also desire to point out that they
		strongly disapprove of arrangements being entered into relating
		to players without their knowledge or consent and to prevent
		further difficulty desire to make it clear that the right of the
		player with reference to transfer must be respected and maintained.
		In future therefore when options are given by one Club to another
		either a time within which such option shall be exercised should
		be definitely stated or the agreement should provide for the termination of the option on giving 14 days no and if the option is not exercised in due
		time the privileges thereunder automatically come to an end.
		The players whose registrations are proposed to be transfer
		must in writing agree to the option being given in favour of the
		particular Club. If any payment is proposed to be made to the
		player on transfer by way of accrued share of benefit the Agree-
		ment should state the amount (not in excess of what is permissible
		by rule and to be approved by the Management Committee) or if the
		amount depends on the date when the option is exercised then a
		statement that an amount in accordance with Rule and approved in
		accordance with Rule.
