		(a) Players whom clubs refuse to
		    re-engage at reasonable wages,
		    and amateur players who are
		    not played regularly, or whom
		    Clubs are not willing to play
		    regularly, must be placed on
		    the "Open to Transfer List,"
		    and may at any time during the season, if
		    not so played or the Club is not willing to
		    play them regularly, apply for and be
		    entitled to a free transfer unless good cause
		    be shown by the Club to the contrary.
		    Amateurs are entitled to be played in the
		    class of match which their abilities warrant,
		    and any aggrieved Amateur shall have the
		    right of appeal provided for in Clause g.     add

		(c) The terms of all Transfers on the List must
		    be stated, and in case of any dispute shall be
		    settled by the Management Committee, sub-
		    ject to appeal as provided by these Rules.
		    The complete lists to be posted by the
		    Secretary of the League simultaneously to all
		    the Clubs. If in the opinion of the Manage-
		    ment Committee the registration of a player
		    is not permanent, they have power to
		    refuse it.
 
		(d) The Transfer List shall be sent out to all
		    Clubs without the prices named thereon, such
		    fees to be obtained from the League Secretary
		    on application. All arrangements between
		    Clubs and players should be treated as private
		    and confidential.

		(e) Clubs may approach and sign any player on
		    the Transfer List without asking consent of
		    the Club whose list the name appears on, but
		    must be prepared to pay the amount named
		    on such list or leave the matter in the hands
		    of the Management Committee to settle. If
		    the latter course is adopted, the Club desiring
		    the transfer must send a cheque for the
		    amount of the transfer fee to the Secretary
		    of the League, who shall notify the receipt to
		    both Clubs, whereupon the Club holding the
		    player must immediately grant his League
		    transfer.

		(f) Clubs signing a player on the Transfer List
		    must at once notify the Club on whose list
		    his name appears that they have signed him.

		(g) Players unable to arrange their transfers with
		    the Clubs for which they are registered, may
		    appeal to the Management Committee, who
		    shall have power to adjudicate. (No fee is 
		    payable in connection with such appeal.)

		(h) A professional player who has been reinstated
		    as an amateur must be prepared to play for
		    his last club, or, if dissatisfied with the fee
		    asked for his transfer, may appeal to the
		    Management Committee against such fee.
		    The Committee shall thereupon fix the fee,
		    one half of which shall be paid at once by
		    any Club obtaining his transfer, and the
		    remaining half shall be paid to the Club
		    originally transferring him by any Club
		    signing such player as a professional. A
		    reinstated amateur can not sign as a pro-
		    fessional within 12 months from the date of
		    his reinstatement.

		(i) The Management Committee shall meet in
		    the second week in May in each year to
		    consider applications from players re the fee
		    placed on their transfers.

		(j) Any player dissatisfied with the decision of
		    the Management Committee as to his
		    transfer, may, if such decision is contrary to
		    these Rules, appeal to the Board of Appeal.
		    The provisions of Rule 19, except as herein-
		    after mentioned, shall apply, and in the event
		    of the appeal not being sustained, the Board
		    of Appeal may order the player to pay such
		    expenses as they think fit, or may deal with
		    him for misconduct in vexatiously appealing.
		    The deposit to be made according to Rule 19
		    may be reduced to such sum as the Manage-
		    ment Committee may think reasonable,
		    having regard to the facts of the case and
		    the player's position, and be paid within the
		    time stipulated by them.
